Update ProcessUtility calls to use PROCESS_UTILITY_QUERY (#2474)

This commit brings following changes:

    - Change ProcessUtility calls to use PROCESS_UTILITY_QUERY
    instead of PROCESS_UTILITY_SUBCOMMAND.
    - Add a precheck to disallow execution of few procedures which are
    meant to be executed only through extension SQL script.
