Introduce operator class and operators between int and numeric (#2460)

This commit fixes this issue by appropriately defining operator class and operators between int and numeric.

This changes also requires engine changes (https://github.com/babelfish-for-postgresql/postgresql_modified_for_babelfish/pull/346) in order to dump these Babelfish defined operator class correctly during pg_upgrade.
