Improvements to `externalsampler` (#2204)

* added option of specifying if an `ExternalSampler` requires linking
and choice of adtype

* use `default_adtype` everywhere to avoid accidental incorrect choices

* fixed incorrect argument order

* fixed incorrect reference

* Update src/mcmc/Inference.jl

* remove usage of `chunksize=0` in favour of `chunksize=nothing`, as is
default in ADTypes.jl

* fixed incorrect refrences in externalsampler stepp

* added tests for new kwargrs to externalsampler

* removed accidental import

* made `default_adtype()` a const `DEFAULT_ADTYPE` instead

* chagned constructor for ExternalSampler to allow type-stable construction

* fixed docstring

* use `Val` type to make constructor of `ExternalSampler` type-stable

* error if not val with true or false is provided

* handle `initial_params` properly in `step` for `externalsampler`

* forgot to link initial params

* test setting of initial params in external samplers

* fixed NUTS externalsampler test

* test initial parameters for external samplers properly

* losen tests a bit

* Apply suggestions from code review
