1099 tax form printing fixed (#8170)

* Make the 'Print' button on the taxform report work

* Replace 1099 template deprecated variables (with documentation)

* Add missing address fields

* Fix rendering when System > Defaults or vendor address unset

* Remove deprecated fields

Since printing of the 1099 forms didn't work anyway, there
is little point in maintaining backward compatibility...

* Make sure the join doesn't cause additional rows to be returned

* Fix join condition

* Fix upgrade script for databases with existing reconciliations
