IGVF-1386 Redesign audits (#482)

* Get the basic new-style audits working.
* Move audit narrative expanded state to each category component.
* Animate the expansion and collapse of audit narratives.
* Make a new audit library file. Add dark-mode colors for the audit header backgrounds.
* Add outlines to all audit icons. Remove the facet-specific audit icon outlines.
* Update Jest tests. Update the audit code so that we can assume all audit levels have code for them, and any new ones get filtered out.
* Improve the accessibility of the audit details.
* Remove duplicate data-testid.
* Update Cypress tests.
