Commit Message

Added pre-commit as dev dependency & established existing CI checks as hooks (#24)

Existing development practices using flake8 and black are now installable as `git` pre-commit event hooks.
This uses the `pre-commit` library, a new dev depednency for the project.

Post initial virual environment creation, or upon modifying the .pre-commit-config.yaml file,
run `pre-commit install` to set up the `git` hooks.

Existing CI checks with `black`, `flake8`, and `mypy` have been converted to `pre-commit` hooks.
The CI now runs all pre-commit hooks.
