fix(build): update build scripts and TypeScript config

- Update build scripts to use tsconfig.build.json for more accurate TypeScript compilation.
- Remove "noEmit" flag from tsconfig.json to allow TypeScript to emit compiled output.

This improves our build process and ensures the output is correctly generated from TypeScript sources.
