mkfifo: continue on error

* Test case: "mkfifo A B C", when A & B exist but not C
* On Linux and OpenBSD, an error is printed for A and B, then C is created; the program terminates with a non-zero exit code
* Treat mkfifo() error for one file argument as a warning and not a fatal error to allow subsequent args to process
* As done in bin/rmdir do a stat() (via -e ARG) before calling library function; no command option exists for clobbering existing files
