Refactor Create and createTempFile functions to handle errors and paths better

**Changed:**
- Updated the `Create` function to return both path and error for all creation
  types, improving error handling consistency across the function.
- Modified `createTempFile` to accept directory and pattern, ensuring that temp
  files are created in a specified directory with a dynamic suffix.
- Adjusted temporary file creation in tests to ensure files are correctly
  created in the specified temp directory, resolving issues with file not found
  errors during tests.
- Updated tests to accommodate changes in the `Create` function signature,
  ensuring that the tests correctly handle the new tuple return type.
