host-networked pod backed cluster service not accesible on same node if
node's nodePort is disabled

Also, if a node's nodePort is disabled, all the nodePort services' load
balancers should not be added to the node's gateway router. If service
template is enabled, the loadBalancerGroup that contains all the
nodePort services' loadBalancers should not be added to the node's
gateway router either.
