* Do not emit SoftwareUpdatesDiscoveryRequested when no fqdn is available

* Make Discovery.discover_software_updates/0 issue DiscoverSoftwareUpdates commands instead of process completion

* Issue software updates discovery process for all the registered hosts when saving and updating settings

* Revert changes on dispatching commands
