Commit Message

Improve Betelgeuse Python package

Add more targets to Makefile in order to cover testing, linting and packaging.
Provide a requirements-dev.txt with the listing of packages needed for
development.

Also update Travis configuration to use the new make targets and requirements
file.

Finally fix the issues reported by the linting.
