Read layout files always using utf-8

Do not depend on locale default encoding.
On some platforms (windows for example) it could be set to something
different which would cause plugin to crash if layout contains
'non standard' characters.
Because we do not really care about metadata and labels (two places
where special characters are most likely) using utf-8 is safest bet
(even if resulting characters would be wrong, the behaviour of plugin
should remain ok).
