LGA-3046: Improve Callback capping performance (#1170)

* Added caching to callback API

* Now makes a single Case query rather than one per timeslot

* Get cases as list

* Admin page only shows next weeks callback slots by default

* Returns a list of callback times rather than full case objects

* Added unit tests for new functions

* end_dt is set to num_days rather than fixed at 7

* Renamed valid_cases to callback_times
