Add request serializer for histogram.

Takes in a table name and a numeric field to generate a histogram based on the bin count or bin size and various other filter parameters which are validated.

Add unit test for the histogram serializer

Add view and test for the histogram API.

Current supported models are shown in the route and serializer.

Adds a test case for the custom bin to bring up the code coverage higher. Tidies up some code with comments, renaming variables and restructuring logic.
