Implement parallel processing functionality based on `ext-parallel` (#121)

In this commit, the parallel processing capability was added to improve
performance when validating CSV files. The changes include updates to
the workflow file and Dockerfile, adding support for a thread-safe
version of PHP and the parallel extension.
