Added Uppy to wizard step (#1746)

* Added Uppy to wizard readme step. WIP

* Better split the new vs the old uploader HTML

* Moved the JavaScript out of the form into a JavaScript entrypoint. Share the same JavaScript for the Edit form and the Wizard.

* Fixed a few ES Lint warnings

* Fixes more ES Lint warnings

* Remove logic to toogle Uppy

* Change the attach_file tests (since we are now using the browser's standard upload file button)

* Handle migration workflow

* Add test to at least look for the Add Files button (since we are leaving the rest of the functionality up to Uppy)

* Fixed upload file test

* Let Uppy do the validation of the maximum number of files to upload

* ES Lint nitpicking

* Updated another test to not assume the Browser upload file button

* Remove our custom maximum files upload validation

* Got this test to pass but I think we should remove it

* Remove test since Uppy handles this by default.

* Added a support function to the specs to remove duplicate code to handle file uploads with Uppy

* Use the new support function

* Allowing csrf token to be blank in tests
