Add dmtool.

This is a miscellaneous command line tool to provide some basic and
testing-specific interactions with the DM service. Over time it will grow into a
proper CLI client for DM, but for now it's just two things:
  * converts a quest description into a hash
  * renders a graph of attempts to graphviz
