Increased cffi to >=1.16.0 on py>=3.8 to fix pytest fail on Windows

Details:

* On Python 3.12 with minimum package versions on Windows, the pytest
  step caused make to return with Error -1073740791 without any further
  error message. Googling that reveals it indicates a file system corruption.
  Re-running the test job did not cause it to go away, so it cannot
  possibly be a file system corruption. Invoking pytest directly changes
  the symptom so that pytest now returns 1 without any further error message.

  Try and error revealed that the version of cffi was the reason. Increased
  the minimum version of cffi to 1.16.0 on Python >=3.8 (that is its
  minimum Python version).
