feat: U8File one-shot methods work-in-progress
refactor: U8RuneIndex implicit conversion to offset is unsound - remove that
refactor: U8Source.Slice, besides bound checks and torn runes never guaranteed the validity of UTF-8 so only keep the bound check and rename to SliceUnchecked to match the actual behavior; also remove U8Range.Slice(u8str, ...) - there is a public property for that instead, and it also led to counter-intuitive patterns
perf: remove a few movs here and there in U8String ctors
