Microtethys image (#1013)

* MicroTethys DockerFile creation

* Manage between sqlite3 and postgresql databases.

* sqlite also needs to create superadmin

* Added check to do not add the database settings to the portal config if it is postgresql

* removing debug and allowed_hosts from the conditional

* Added a arg env for microtethys

* Adding documentation of the SKIP_DB_SETUP and MICRO_TETHYS

* removing comment about other databases not being supported and also removing else if that addresses sqlite3 directly.

* added SKIP_DB_SETUP, and also set of settings for databse if they are set by the user

* added as new variable SKIP_DB_SETUP in the Dockerfile and reference in tethyscore.sls

* updated run.sh to skip database creation

* Update small correction in docs/installation/production/docker/tethys_docker_reference.rst

* skip db if statement outside, and also using boolean instead of string for skip_db_setup
