Adds the additional step to the wizard that takes you to the Additional Metadata portion of the form (#1739)

* Adding the additional metadata step as part of the wizard
The tests are failing becuase this is not really implemented

* clicking next on the required metadata segment will tak the user to additional metadata
refactoring works wizard controller to shorten the length

* Removing duplicate AASM

* Load presenters for additional metadata screen

* changing routes so that the next button on additional metadata goes to the readme
figuring out how to show the second pane by default for the additional metadata

* making the correct part of the form visible when we update additional

* Move additional wizard step into it's own controller

* patching bugs caused by the new additional metadata path

* weewoo 🚨

* Adding previous button to update additonal page
