Split safety runs into install and all; Dependencies cleanup

Details:

* Introduced a new env var RUN_TYPE that is set from the way the test
  workflow is run, to normal, release, scheduled. This is passed to
  the make runs.

* Split safety runs into an 'install' and an 'all' run. The install run
  uses a new minimum-constraints-install.txt file that contains just the
  direct and indirect install dependencies and must succeed. The 'all' run
  uses the minimum-constraints.txt file which includes the
  minimum-constraints-install.txt file and that run must succeed when
  RUN_TYPE=release, but may fail otherwise.

  This reduces the burden of fixing safety issues that affect only development
  packages, but still ensures that they are fixed whenever a release is made.

* Fixed new safety issues for the 'all' run.

* Removed a duplicate changelog entry for safety runs.

* Clarified the section descriptions in the requirements and constraints
  files, and made them consistent between corresponding requirements
  and constraints files. Moved the dependencies within each file around
  so they now match between corresponding requirements and constraints files,
  for easier maintenance.
  This included occasional moving of items between files.

* Moved the dependency to idna from development to install since it is an
  indirect dependency for installation: pywbem -> requests -> idna

* Removed the statements in the requirements files that the order of entries
  is significant, since that is no longer true with the Pip versions we use.
