Make marketplace support multiple sources (#2801)

Related to #2542

Broken out of the PR to wire the marketplace into the project creation
flow. This generalizes the current marketplace implementation to support
multiple bundles. Note that this PR does not wire the marketplace into
the project creation flow, but does define the service config structure
it uses.
