Implement `nth_*` and fixed line number (#85)

This update introduces a new error handling mechanism for the nth value
rule, providing enhanced precision when validating CSV data. The nth_num
rule has been added to manage acceptance of line numbers without
headers, and the expected value handling has been enhanced. This update
also revises related test cases to ensure these newly introduced systems
work as intended.
