Cleanup Moved WebAuthn Code (#339)

Now that all P-256/WebAuthn/Passkey code has been moved to the `passkey`
module, we can cleanup the old code that used to live in the `4337`
module but is no longer used.

Note that some E2E tests in `passkeys` module were readjusted to use the
modified `webauthn.ts` shim from the `passkey` module instead of the old
one from the `4337` module.
