Migrate `ProposeTransactionDto` to `zod` (#1332)

This migrates the validation of `ProposeTransactionDto` to `zod`:

- Remove `ProposeTransactionDtoValidationPipe` and associated schemas.
- Add test-covered `ProposeTransactionDtoSchema` and infer types from it.
- Propagate type requirements.
- Update tests accordingly.
