Add support sqlite history db format and gpbackup_exporter_status metric.

Added support for the sqlite format for the history database. Now, using the --gpbackup.history-file flag, you can specify the database in both .yaml and sqlite (.db) format.

The `gpbackup_exporter_status` metric has been added, showing the success status of getting data from the history database.
