Clarify distinct docker compose config files

- docker/base.yml is for building the image
- docker-compose.yml is for running a container based on the image

The first is just a thin layer on top of Dockerfile and may be removed
by directly calling docker without compose.

Configuration of the first is possible via build-args. The second will
be configured with environment variables or an `.env` file.
