* Add Guidance to ListRuleEvaluationsByProfileId

This adds the rule type guidance field to the out put of ListRuleEvaluationsByProfileId

This commit implements the API handller for the ListEvaluationResults call.
It supports filtering by entity type, entities and profiles.
