feat: subscribe to default plan on org creation

- two additional configs are added to configure a default
plan which should be free and will be subscribed automatically
on org creation
- it creates a default billing account with most fields as empty
- `billing.default_plan` and `billing.default_currency` needs to
be set for it to apply
