IGVF-1384 Have path arrays collapse in report views (#443)

* Don’t call the DataGrid cell renderer as a regular function. I’m temporarily extracting the row renderer into a separate component. I might revert this because it causes a Jest test to fail. Reverse the maxItemsBeforeCollapse and isCollapsible parameters to useCollapseControl.
* Update all uses of SortableGrid to accept the `meta` property correctly in the `display()` method. Update the `GeneLocations` cell renderer to account for `locations` being optional. Revert some changes to `<DataGrid>` to allow correct row spans.
* Update all SortableGrid `display()` methods to expect `meta` as a regular prop instead of a second parameter. Remove unneeded ExternalResources table. Fix software version table to use the new SortableGrid method.
* Correct an outdated comment.
