refactor(SplitterLayout): replace react-jss with css module (#5606)

This commit also:
- moves the `'--_ui5wcr-SplitterSize'` CSS variable from the
`CssSizeVariables` to the component since its value stays the same for
both content densities.
- simplifies CSS for the `Splitter`, for an easier review you can see
