Add `is_base64` rule. Programmatically updating README.md (#49)

The commit introduces a new rule `is_base64` to validate whether a
string Base64-encoded. It has been implemented across the json, php, yml
schema files, and corresponding unit tests have been provided. The
README also has been updated to include this new rule in the schema
examples. Added some helper functions to programmatically update
README.md.
