Allow spreadsheet uploads to not be sensitive to file extension (#6961)

* feat(less-restrictive-filetypes): added allowed_filetypes check and default arguments to UploadHelper.process_file_upload
* feat(less-restrictive-filetypes): updated front-end accept attributes to adapt to changes in process_file_upload
* test(less-restrictive-filetypes): added new tests for process_file_upload changes
