hide internals of schemapack (GSI-686) (#22)

The implementation details are hidden in a subpackage `_internals`.
Everything outside of `_internals` is part of the public API.
However, only the `_internals` subpackage will contain any
functionality from now on. The public API layer will just link
into the `_internals` subpackage.

Bumps version to 2.0.0-alpha.3
