refactor(tasm-air): emit instruction's opcodes

Lower build times: Previously, the rust struct `LabelledInstruction` was
emitted. Now, the instruction's raw opcode as well as potential
arguments are emitted as `u64`s. They are then re-interpreted into
`LabelledInstruction`s.
