* Add support for env var HDX_KEY_STAGE, HDX_KEY_DEV etc.
Update pre-commit config

* Move environment handling stuff into constructor
Always look for site (server) specific key before generic key
Use join instead of hard coded slash
Close temporary file instead of deleting (it should be deleted on close)

* Update test to show it picks HDX_KEY_STAGE over HDX_KEY

* Change to ruff badge

* Update hdx-python-country dependency

* Provide a mechanism for supplying GSHEET_AUTH on Windows machines for test_ckan.py

* Fix issue on Windows by adding delete=False to tempfile invocations

* Update action versions to remove warning on running GitHub actions

* Final fix on Windows for tempfile and gsheet_auth issues
