Fix DynamoDB Table and Global Table Creation with SSESpecification and TTL (#10433)

* Fixed issue with SSESpecification not being properly passed to boto for GlobalTable
Fixed issue with TTL not being set for GlobalTable

* Fixed issue with SSESpecification not being properly passed to boto for Table
Fixed issue with TTL not being set for Table

* Added tests for SSE for both GlobalTable and Table

* Using pop instead of del for renaming dictionary keys
