Some Birkhoff constraints are now treated as linear. (#1043)

* Changed some defects in the Birkhoff transcription to be linear to improve coloring

* Birkhoff is now required to use a single segment.
The state segment end values are no longer a variable in the Birkhoff transcription.
Birkhoff linear constraints are now improving sparsity on a lot of problems.
Fixed an issue with abs/promoted path names for timeseries plotting.

* Updated Birkhoff collocation defect test to reflect correct number of nodes/segments.

* timeseries results plots now accommodate case where, due to a stale file, simulation and solution cases do not match.

* updated tests to support only single segment Birkhoff
