Migrate `Balance` validation to `zod` (#1257)

This migrates the validation of `Balance` (and associated sub-types) to `zod`:

- Removes `BalancesValidator` and associated schema
- Adds `BalanceSchema` and infers type(s) from it
- Propagate required changes in codebase
- Update associated tests
