Add Zerion API rate limit (#1228)

- Adds `ZERION_RATE_LIMIT_PERIOD_SECONDS` environment variable, holding the number of seconds to clear the calls counter on each _cycle_.
- Adds `ZERION_RATE_LIMIT_CALLS_BY_PERIOD` environment variable, holding the number of calls allowed on each _cycle_.
- Adds a `ZerionBalancesApi._checkRateLimit`, which checks the ability to make a call to Zerion before doing it.
