Add backwards compatibility workflow for PRs (#730)

Introduce a new GitHub Actions workflow to ensure that new pull
requests maintain backwards compatibility. The workflow triggers
on PR events and checks commit messages for a 'BREAKING_CHANGE'
keyword to skip tests. It includes steps to build and test both
PR and master branch code.
