FroehlichPolaron Hamiltonian (#237)

* Update version to 0.11.1 and add FroehlichPolaron Hamiltonian

* make lomc! tests reproducible

* Corrected definition of FroehlichPolaron struct and show methods. FroehlichPolaron Docstring still to be updated.

* Drafted implementation of momentum_cutoff and get_offdiagonal methods for FroehlichPolaron

* Updating definition of froehlich polaron hamitonian

* Edited FroehlichPolaron Constructor so that it checks whether the starting address abides by mode/momentum cutoffs. If not, ArgumentErrors are thrown.
