chore: Upgrade Go version, add PickRandom function, and optimize CI workflows.

- Add sliceutil_test.go with test for PickRandom() function
- Update go version from 1.21.3 to 1.22 in go.mod
- Update Go version from 1.21.x to 1.22.x in test.yml, lint.yml, and build.yml
- Remove unnecessary condition for installing Go in coverage job
- Replace gcov2lcov-action@v1 with coverallsapp/github-action@v2 for coverage conversion and uploading in test.yml
- Add sliceutil.go with PickRandom() function for picking a random element from a slice
- Remove caching of Go modules in the build.yml Github action
