Task upload metrics (#809)

* Revert "don't fetch metrics for now (#768)"

This reverts commit 9cbf9a8f6.

* first pass

* Backcompat old metrics

* Add feature flag for upload metrics

* Update OpenAPI spec

* Use UploadMetrics feature from the aggregator API

* Rename feature flag for clarity

* Simplify test

* Fix wrong function and clean up suspenses

* Render component instead of calling its function

* Let PATCH /aggregators/{id} refresh aggregator config (#824)

* Rename flag for consistency

* Move feature flag state to outer handler
