* Update cookiecutter to the latest commit
* Adds a few free grep-based hooks for finding unwanted artifacts in the
code base
* Updates `ruff` to v0.2.0 conventions, `black` to 24.2.0

`cache-cleaner.yml` was missing the required permissions to run
properly. This has been corrected.
