IGVF-1395 Home-page chart updates (#429)

* Update typescript plugins.
* Use the creation_timestamp, release_timestamp, or earliest creation_timestamp of the files, as the fileset month.
* Turn the bar chart segments into links to the equivalent list pages.
* Rebuild package-lock.json after rebase to dev.
* Get Jest tests to pass. We’ll get full coverage in a future commit.
* Correct statistics display.
* Use available data to decide which report buttons to display, instead of authentication status. Convert lib/dates.js to Typescript. Change method of converting ISO 8601 dates to the equivalent yyyy-MM so dates don’t get converted with a time zone correction.
* Give more space between the chart and chart controls.
* No longer request measurement set files as the new `submitted_files_timestamp` makes this unnecessary. Change the use of “status” chart to the less confusing “condition” chart. Update Jest tests, but continue this in the next commit.
* Fix Jest tests.
* Correct comments. Reduce home-page Cypress test because of igvfd test data inserts aren’t complete.

* Add submitted_files_timestamps to MeasurementSet retrieval query.
* Changed my mind. Instead of “file-set condition,” call it “file-set type.” Instead of “file-set condition chart,” call it“file-set lab chart.”
* Update home.test.ts Jest test to keep up with object property changes.
* Display a 0 for the statistics boxes if we can’t get data from igvfd.
* Combined “released,” “archived,” and “revoked” to all count as a “released” data set type.
* Update the Data Sets Released chart to only include released, archived, and revoked files. The home-page MeasurementSet query should limit to released, archived, revoked, and in-progress statuses.
* Update Jest tests. Fix the isReleasedFileSet test.
