MariaDB 11.3 support

This commit marks MariaDB 11.3 as a supported DB flavor, now that its GA
release occurred on 16 Feb 2024.

This includes one functional change: if the database server is running
MariaDB 11.3+, modifying a column's data type from inet4 to inet6 is no longer
considered unsafe. In older MariaDB releases, it is still unsafe (requiring
use of --allow-unsafe or safe-below-size).

No other MariaDB 11.3 changes required modifications in Skeema's code. Once
the next Skeema release occurs, web documentation will be updated to mention
MariaDB 11.3's new privilege grant "SHOW CREATE ROUTINE", which is similar to
MySQL 8's SHOW_ROUTINE privilege.
