* DEV-969 merge hathifiles-database, hathifiles-history, hathifiles
- Merge files from `hathifiles_history`
  - Adopt anonymous positional arguments (*) for Ruby 3.2
  - Remove `hathifile_record.rb` which seems to do nothing except screw up tests when included.
  - Dump `test_dump.ndj.gz` to temp dir instead of cluttering project home
  - Move `BibRecord#bib_fmt` to class method with more comprehensive tests.
  - Use `hathifile_database` gem.
- Infrastructure
  - Remove `wait-for` in favor of health checks for mariadb and pushgateway
  - Rename workflow `ci.yml` to `tests.yml`
  - Integrate and fix up dev setup instructions
  - De-hyphenate `docker-compose`
